My tears were large reading Bruce (Miller's) account of poor Colorado Springs. The voters said "No" to more taxes and told the city to live within its means - what a novel concept. The poor police department, which is selling its two federal surplus helicopters, has an annual budget of $85 million. Why would a Colorado city need helicopters anyway? It doesn't hurt government to have smaller budgets at times. The State of Oregon made things worse by spending every cent it could a few years ago, dramatically expanding the budget. Bruce, you must love Oregon where we seem to have tax after tax after tax.
