It’s time to impose cat licensing and consequences for the owners of free-roaming cats

In response to the article on “Time for Cat Management,” I totally agree with the author. It’s time to impose cat licensing and consequences for the owners of free-roaming cats. In our neighborhood, we have a cat that kills birds at my birdfeeder, digs holes and poops in my yard and induces my indoor only cat to spray the house marking his territory whenever he sees the neighbor's cat outside.
When the owners were asked to confine their cat due to these reasons, they laughed... I don't understand why we have to control and license our dogs and be responsible for their behavior, but cats are a-OK to wreak havoc without consequences.
