This is a case of simple incompetence on the part of City Staff. I know this is hard to accept when folks want to find a sinister plot around every corner. The magic act of simply wishing a public transit system into existence has obviously been botched. Perhaps the City of Bend would be well advised to hire competent professionals and pay market prices in the future. By the way, has anyone seen the Bend City Council?
